CPC update – COVID-19 in NSW

This update is from the Commercial Producers Council with advice from Screen NSW

The situation in New South Wales is an evolving one and ongoing process and as such the update following is subject to change at any moment. We will continue to update as best we can in consultation and accordance with Screen NSW, guided by the restrictions enforced by the NSW Government.

At the time of writing, filming in NSW has not been shut down. Filming and the Screen Industry is classified as an essential workplace.  At this stage, if productions adhere strictly to the guidelines set out by the NSW Government, our industry is able to continue working.

As at 4pm, Wednesday 23 June, face masks are now compulsory in all indoor and outdoor working environments including offices, edit suites etc.

NOTE: Part 2, Clause 3c states that an exemption to wearing a face mask is applicable where ‘clear enunciation or visibility of the person’s mouth is essential.’ Screen NSW has advised that this pertains to on screen talent.

Based on the CPC’s reading of this clause, it would suggest that an exemption can currently be applied. However this is our interpretation only at first reading, rather than one cleared by legal counsel. We are aware some clients have had reservations about the interpretation of the mask rules. 

It is worth reiterating that in most cases the agency, or often Talentpay is the employer of the talent so it is their responsibility to make sure they agree with this interpretation and the CPC  recommends they discuss this with their client and legal team. When we can obtain more clarity, we’ll communicate accordingly.

Cast testing and isolating is, once more, going to be our biggest challenge. We encourage testing and isolation the day prior to a shoot, for cast who cannot wear masks and distance on screen.

Restrictions on travel out of Greater Sydney are for non-essential travel. Travel for work is still allowed.

Interstate travel presently varies from state to state, however as of 23 June, all states have closed their borders to NSW and you will need to apply for a permit or exemption well in advance of travel to be permitted to enter.

CPC policy has always recommended that no more than five Agency and Client (total) should attend the set. This is now more important than ever and Agencies should be enforcing this as a mandatory requirement with their Clients. Anyone in a position to do so should be viewing the shoot remotely via Q-Take or a similar video streaming service. 

The 4 square metre rule is back in play for indoor settings. Please ensure this is considered when filming interiors on location. We recommend that members measure each room on location and calculate the number of crew that can be safely accommodated in the space at one time.

Finally, your people should be constantly checking updates regarding hotspots.
